Betsson operated in Brazil under Ordinance SPA/MF No. 371, dated February 24, 2025, through Simulcasting Brasil Som e Imagem S.A. Provisional Measure No. 1.394, dated September 25, 2026, prohibited the offering of fixed-odds betting throughout the national territory, and the authorizations expire thirty days after publication.
This page documents what government sources and the operator's own notice report regarding registration, shutdown, and refund of funds. It also compiles the licenses the brand holds in other Latin American countries. This is not a comprehensive analysis of the platform: citable primary sources are lacking for sections such as app, registration, withdrawals, and product catalog.
Registration with the Secretaria de Prêmios e Apostas
The authorized companies page of the Secretaria de Prêmios e Apostas of the Ministry of Finance listed the Betsson brand linked to the company Simulcasting Brasil Som e Imagem S.A., CNPJ 17.385.948/0001-05, with the domain betsson.bet.br. The authorization was recorded under Ordinance SPA/MF No. 371, dated February 24, 2025.
In an archived copy of the responsible gaming page on the Brazilian website, Betsson described Simulcasting Brasil Som e Imagem S/A as a company authorized and regulated by the Secretaria de Prêmios e Apostas of the Ministry of Finance, citing the same ordinance. The page also mentioned the centralized self-exclusion system maintained by the Secretaria de Prêmios e Apostas.
Prohibition Under Provisional Measure No. 1.394
As published on the portal of the Presidency of the Republic, Provisional Measure No. 1.394, dated September 25, 2026, prohibited throughout the national territory the operation, offering, and advertising of fixed-odds betting lotteries, whether physical or virtual. The prohibition also covers agents based abroad. The measure took effect on its publication date, and fixed-odds betting authorizations expire at the end of the thirty-day period counted from publication.
The SPA/MF authorized companies page also records this prohibition. The Brasil sem Bets government portal confirms that, since September 25, 2026, sports betting and online casinos are prohibited in Brazil.
The provisional measure defines a betting operating agent as a legal entity that has received authorization to operate fixed-odds betting. Regarding the restitution of funds, the text requires that financial and payment institutions holding the transactional accounts of betting operating agents return balances to bettors within seven days of receiving information sent by the operators. Funds that cannot be returned through this process are transferred to a designated account at Caixa Econômica Federal.

Betsson Licenses in Latin America
The Betsson brand holds licenses in at least three Latin American countries, according to sources from each jurisdiction. These authorizations are granted by local authorities and operate independently of Brazilian regulation.
In Colombia, the list of authorized online gaming operators published by Coljuegos includes Colbet S.A.S., which operates the Betsson brand in the country under Contract 1895. Coljuegos states that adults residing in Colombia may register on any page authorized by the regulator. The Colombian registry publishes a support phone line in Bogotá and a support email linked to this operation.
In Argentina, the Betsson website for the Province of Buenos Aires declares it operates under an online license from the Instituto Provincial de LoterÃa y Casinos, through Resolution RESO-2020-795-GDEBA-IPLYCMJGM, dated December 29, 2020. This is a provincial license, restricted to the territory of the Province of Buenos Aires.
In Mexico, the Betsson website in the country declares it is authorized by the Dirección General de Juegos y Sorteos of the SecretarÃa de Gobernación, through official letter DGJS/DCRCA/0688/2021, and is operated by Comercial de Juegos de la Frontera, S.A. de C.V. The footer also cites permit DGG/723/97, also issued by the SecretarÃa de Gobernación.
Each authorization listed above is valid in the territory of the jurisdiction that granted it. The Brazilian provisional measure prohibits the offering of fixed-odds betting in national territory, including when conducted by an agent based abroad, as per the text published on the portal of the Presidency of the Republic.
