In our editorial review, 1win does not appear on the list of companies authorized to operate fixed-odds betting, published by the Secretariat of Prizes and Betting of the Ministry of Finance (SPA/MF). This absence indicates that there is no source confirming the application of the official balance refund mechanism to funds deposited on this platform.
Prohibition of fixed-odds betting in Brazil
MP No. 1.394, dated September 25, 2026, prohibited the operation, offering, and advertising of fixed-odds betting lotteries throughout the national territory, whether physical or virtual. The prohibition also covers agents based abroad, as stated in the text published on the Planalto portal. The measure took effect on the date of its publication, and previously granted authorizations expire at the end of the thirty-day period counted from that same date.
Balance refund mechanism
The provisional measure defines a betting operating agent as a legal entity that has received authorization to operate fixed-odds betting. The refund of balances to bettors is the responsibility of the financial and payment institutions that maintain the transactional accounts of these operating agents. These institutions have seven days, counted from the receipt of information sent by the operators, to process the refund. Amounts that cannot be refunded through this method are directed to a specific account at Caixa EconĂ´mica Federal. The mechanism, therefore, presupposes that the operator is listed in the registry of authorized companies and that its transactional accounts are held at identifiable financial institutions.

Coljuegos alert regarding deposits with the brand
Coljuegos, Colombia's gaming regulator, published a bulletin on February 21, 2025, reporting the blocking of 409 portals associated with the brands 1Win, 1XBET, BBRBET, and Pinnacle, which were operating from abroad without authorization. The regulator warned that players who bet on sites of these brands may lose their deposits, because the platforms will be blocked. This record from the Colombian authority documents concrete action against the brand in another Latin American jurisdiction.
Limitations of this review
Check the list of authorized companies
Access the page of the Secretariat of Prizes and Betting of the Ministry of Finance (SPA/MF) and verify whether the platform where you have a balance appears on the list of companies authorized to operate fixed-odds betting.
Check whether your withdrawal occurred within the deadline
The Brasil sem Bets portal reported that platforms were required to allow withdrawals until 23:59 on October 5, 2026. This deadline has already passed, and withdrawing directly on the platform is no longer an option.
Monitor the automatic refund through your bank
For platforms that operated with banks in Brazil, the Brasil sem Bets portal indicates automatic refunds between October 9 and 14, 2026. Check your bank account during this period.
Contact Caixa EconĂ´mica Federal if necessary
If the amount is not refunded, the guidance from the Brasil sem Bets portal is to contact Caixa EconĂ´mica Federal from October 14 onward. This channel is intended for amounts that financial institutions were unable to refund.
Refund limitations for platforms outside the registry
The refund mechanism described in the provisional measure is directed at financial institutions that maintain transactional accounts of authorized operating agents. Platforms that do not appear in the SPA/MF registry do not qualify, by the definition of the measure itself, as betting operating agents. The list of authorized companies published by the Ministry of Finance was updated on October 1, 2026. Depositing on platforms outside this registry entails risks documented by regulators in other jurisdictions, such as the Coljuegos alert about the possibility of losing deposits on blocked sites. There is no source indicating that the refund mechanism applies to balances held at 1win, which does not appear on the list of authorized companies.
