In the editorial team's verification, Leon does not appear on the list of companies authorized to operate fixed-odds betting published by the Secretaria de Prêmios e Apostas of the Ministério da Fazenda. This means there is no confirmed source indicating that the federal balance refund mechanism applies to funds held on this platform.
What this editorial team could not verify
This editorial team does not have an audited sample of complaints against Leon, nor any measured response times or any support channel from the brand confirmed by a primary source. No Leon page could be accessed and cited in this verification, so we do not list any chat, email, or phone number for the platform. Scattered reports from bettors on forums and social media are not treated here as facts, as they have not undergone independent auditing.
What the provisional measure provides regarding refunds
Medida Provisória No. 1.394, of September 25, 2026, prohibited throughout the national territory the operation, offering, and advertising of fixed-odds betting lotteries, including when conducted by an agent based abroad. The measure takes effect on the date of its publication. The regulation defines a betting operator agent as a legal entity that has received authorization to operate fixed-odds betting. Refunds to bettors are the responsibility of the financial and payment institutions that maintain the transactional accounts of these operator agents. These institutions have seven days, counted from receipt of the information sent by the operators, to process the refund. Amounts that cannot be refunded through this method go to a specific account at Caixa Econômica Federal. The authorizations expire at the end of the thirty-day period counted from the publication of the measure.
Deadlines published by the Brasil sem Bets portal
Since September 25, 2026, sports betting and online casinos have been prohibited in Brazil. Platforms were required to keep their websites active and allow withdrawals until 23:59 on October 5, 2026. Those who did not withdraw by that date will have their balance returned automatically: the banks that operate with betting platforms will return balances between October 9 and 14, 2026. After that period, remaining amounts fall under the responsibility of Caixa Econômica Federal, as provided in the provisional measure.
